Jobs submissions are done via a form on Legacy that ‘pre-allocates’ a record by reserving the recid. The form writes various info to disk, then an email is sent to RT.

Sometimes  this email does not reach it’s destination. It doesn’t mean the input is entirely lost, just that it is not in the RT queue. Pending Job submissions are in

/opt/cds-invenio/var/data/submit/storage/pending/JOBSUBMIT

This should be monitored periodically for missing submissions. The file “access” in that directory has the code needed for approval, e.g. “1539726526_13584” and “SN” has the allocated recid.
